Gambling is a legal activity in Mexico, but the country is far by typical regarding the regulation of this type of activities and the density of the gambling facilities throughout its states and cities. Mexico has 31 states, each with its own constitution and legislative body, but only two of them offer access to gambling.
This is the big picture of the gambling industry in Mexico, after many years of prohibition and a recent legislative battle against the casinos in the country, resulting in many being closed. Nevertheless, Mexico is among the top gambling destinations for international players.
This situation is on the verge of changing, given the fact that we are witnessing the rise of some ambitious plans of putting Mexico on the global map of gambling. In July this year an announcement was made regarding a project that includes no less than 25 new casinos for this Latin-American country, with investments ri to $375 million. The announcement was made by the president of the Mexican gambling organization – Asociación de Permisionarios y Proveedores de Juegos y Sorteos (ASPJAC), considering the fact that the Interior Minister has closed many casinos in the country, by withdrawing their operating licenses.
According to official data, around 100 casinos were closed between 2012-2012. This measure was no randomly imposed, given the fact that Mexico is confronting with far more serious problems, such as gambling addiction, violence and drug cartels. Consequently, estimates for 2014 showed that there were no less than 70 casinos functioning on an illegal basis around the country.
The need for reform in the gambling industry started to grow more and more serious, as the law regulating this area was the same since 1947 – therefore considered stale, preventing the industry from growing and not very well suited for an efficient fight against corruption and money laundry. As such, the government envisaged a complete remodeling of the industry, with a clearer legislative frame and functioning regulations, in order to make gambling more transparent at a national level. The reform included raising the legal age of casino access to 21 years, extending the operating period for licenses to 10 years, regulations for online gambling, and establishing a Consultative Council which would work with Health, Tourism and Economy ministers, but also with non-governmental organizations.
Following this recent change of law, combined with a stronger regulation of the field, aimed at protecting operators, investments estimated at around $500 million are to be invested in gambling resorts in Acapulco and Mazatlan. Experts in the industry have also named a few investors who could aim for the Mexico market in the near future, among which we can name Park Place Entertainment Corp., MGM Mirage and Harrah’s Entertainment Inc.
If now there are 297 gambling facilities in Mexico, recent changes announces by the government could raise their number to 775. Among the destinations preferred by investors we can cite Acapulco, Baja California and Mayan Riviera, which are also extremely popular among tourists.
Unlike traditional gambling, online gambling activities are growing and developing at an incredible pace in Mexico. This market generated revenues of $300 million and is mainly addressed at rich foreigners, given the fact that Mexican citizens do not have access to online gambling sites. They play, instead, on sites run by operators who offer services from outside the country, with no licenses. This market is now confronting with a serious threat coming from the Mexican government, who wants to forbid online transactions made for online gambling sites.
Mexico is surely in a restructuring process regarding access to gambling activities, from both a citizen’s and a tourist’s point of view. For this reason, the gambling industry in the country cannot now be put into a strict classifier, and we cannot invoke a certain characteristic which can fully describe it, not even partially. In the near future we will at least be able to foresee the direction towards gambling is heading in this country, an important destination for players around the world. Mexicul are 31 de state, fiecare cu constituție și legislativ propriu, însă doar două dintre acestea oferă acces la jocurile de noroc.
Acesta este tabloul industriei de gambling din Mexic, după mulți ani de prohibiție în domeniu și după o recentă ofensivă legislativă împotriva cazinourilor din țară, multe fiind închise. Cu toate acestea, Mexico ocupă un loc fruntaș în topul destinațiilor de gambling preferate de jucătorii internaționali.
Această situație s-ar putea schimba, având în vedere că există planuri ambițioase de așezare a Mexicului pe harta mondială a gamblingului. În luna iulie a acestui an a fost anunțat un proiect ambițios care include nu mai puțin de 25 de noi cazinouri pentru țara latino-americană, proiect care ar presupune investiții de până la 375 milioane de dolari. Anunțul a fost făcut de către președintele organizației mexicane de gambling-Asociación de Permisionarios y Proveedores de Juegos y Sorteos (ASPJAC), în contextul în care Ministerul de Interne a închis până acum mai multe cazinouri din țară, prin retragerea licențelor de operare.
Conform datelor oficiale, circa 100 de cazinouri au fost închise între anii 2012-2014. Această măsură nu a venit însă întâmplător, având în vedere că Mexicul se confruntă cu probleme mult mai importante decât adicția de jocuri de noroc, cum ar fi violența și cartelurile de droguri. Prin urmare, în 2014 se estima că țara găzduiește nu mai puțin de 70 de cazinouri care funcționau ilegal.
Nevoia de reformă în industria de gambling se simțea tot mai acut în Mexic, având în vedere că legea care reglementează acest domeniu este din 1947 – o lege considerată perimată, care nu permite dezvoltarea industriei și nici lupta eficientă împotriva corupției și spălării de bani. Prin urmare, în 2014 guvernul și-a propus o reconfigurare totală a acestui domeniu, cu un cadru legislativ clar și cu direcții de funcționare care să transparentizeze gamblingul la nivel național. Pe lista reformei au fost incluse ridicarea vârstei legale de acces în cazinouri la 21 de ani, oferirea unor licențe cu perioadă de operare de până la 10 ani, reglementarea jocurilor de noroc online, dar și stabilirea unui Consiliu Consultativ care să opereze cu Ministerele Sănătății, Turismului și Economiei, dar și cu organizații non-guvernamentale.
În urma acestei legalizări recente și a unei reglementări mai puternice, care să protejeze operatorii, sume estimate la 500 de milioane de dolari ar putea fi investite în resorturi de gambling în Acapulco și Mazatlan. Experții din industrie au invocat și câteva nume ale marilor investitori care ar putea ținti piața din Mexic, printre care se numără Park Place Entertainment Corp., MGM Mirage și Harrah’s Entertainment Inc.
Dacă în prezent în Mexic sunt 297 de spații care oferă activități de gambling, în urma recentelor schimbări anunțate de guvern numărul lor ar putea urca la 775. Printre destinațiile vizate de investitori se numără Acapulco, Baja California și Mayan Riviera, de altfel destinații extrem de populare pentru turiști.
Spre deosebire de gamblingul tradițional, activitățile de gambling online se dezvoltă cu o viteză năucitoare în Mexic. Această piață generează 300 de milioane de dolari pe an și se adresează străinilor cu bani, având în vedere că cetățenii mexicani nu au acces la site-urile de jocuri de noroc. Aceștia joacă însă pe site-uri ce aparțin unor operatori care oferă servicii din afara țării, fără licențe. Asupra acestei piețe planează însă o amenințare care vine dinspre Guvernul Mexican, care vrea să interzică tranzacțiile online făcute către site-uri de gambling.
Mexic este cu siguranță în plin proces de restructurare în ceea ce privește accesul cetățenilor sau turiștilor la activitățile de gamling. Din acest motiv, industria de gambling din această țară nu poate primi în acest moment un verdict, un calificativ care să o descrie exhaustiv sau măcar parțial. În viitorul apropiat vom putea măcar aproxima direcția în care se îndreaptă gamblingul în această țară importantă pentru jucătorii din întreaga lume. Până atunci, hasta la vista prohibiție!
