Recently, the Association of Slot Organizers – ROMSLOT, chose Mister Sorin Georgescu as the new president of this association. We took advantage of this occasion and spoke to the new ROMSLOT president in order to find out which will be the primary industry vulnerabilities in the following period, what are the solutions to the current market issues and what actions must be taken so that the dialog with the regulation authorities or, now, with the local istration, is rendered successful. 242d6f

We know that you spent almost your entire professional career in the field of gambling. Mister Sorin Georgescu, you are the new ROMSLOT president. Please tell us a few things about yourself, about how the association has evolved in the last few years and what are your objectives as president?

The fact that the ROMSLOT , my colleagues with whom I’ve been working in the past few years, chose me as president of the Board of s is not only an honor for me, but also a responsibility and a commitment, now, when the market faces more and more challenges.

ROMSLOT has represented the most powerful voice in the dialog with the authorities, ever since it came to be. We have carried out actions for a correct industry image and we have contributed to a regulation that will help organizers in their day to day activity. Through our , as an association, we have undertaken to improve the industry’s reputation and I firmly believe that this was visible in the manner in which we chose to carry out our activity, ing responsible game more and aiming for a responsible profit.

I can now say that I’m part of a new management team, but I work alongside the same people I have worked with for the last two years, in the sense that the format of the ROMSLOT Board of s has not changed, we have just assumed new roles. Through this, we insure continuity in relation to the previous management and I’ll take this opportunity to thank Adrian Georgescu, the previous president, for all his effort while president of ROMSLOT. Furthermore, I especially appreciate the fact that the vice-president and the general secretary positions are occupied by two very experienced colleagues, Mrs Gherghina Ionescu (MaxBet Romania) and Valentina Dobre (Advanced Technology). Relying on their professionalism and their experience, I am confident that, together, we will successfully represent the association’s interests. One of our objectives for the following two years is that of have having a more consistent presence in the public space, through which we will try to debunk a series of myths that gravitate around the industry. Concurrently, in the next two years, we want to talk about the principles that are the basis of this activity sector: we are a well regulated industry, that aims for a responsible profit, an industry that, first and foremost, means entertainment, that adopts international standards and which is, simultaneously, an important contributor to the state budget, a creator of jobs and a trustworthy partner in the dialog with the state institutions and the profile associations.

Which do you believe shall be the primary vulnerabilities in the following period for the industry?

I believe that in the following period, the vulnerabilities will come from the same areas as they did until now, respectively vulnerabilities regarding operation and regulation, except that, for a few months now, we have been facing these vulnerabilities at a greater intensity. For example, in the first category, we find the pressures exerted upon us from local authorities and we have had sufficient cases in this respect lately, starting with Oradea, where gambling has been prohibited in the Historic Center of the city, and continuing on with Ploiesti, where an authorization tax was imposed, and finishing, I hope, with Voluntari, where the mayor has proposed a local referendum regarding the prohibition of gambling. Of course, we haven’t forgotten about Pitesti and Bucharest, where similar discussions took place at the level of certain political factors. Certainly, these restrictions exceed the legal framework provided by the gambling legislation – GEO 77/2009, but the difficulty in fighting these restrictions also originates, as you know, from the industry’s reputation.

The other source of vulnerabilities is related to the specific conditions that operators must meet as a result of the implementation of Directive no. 4 regarding money laundering. Although the transposition of this directive into Romania’s legislation was made by taking the industry’s opinion into , the manner in which we will meet the requirements provided in the law’s text shall depend on a future regulation in this respect. Fighting money laundering is an important subject on the European Union Agenda and the gambling industry must grant it its due importance. In fact, this is what we always plan on doing at ROMSLOT: eliminate the risks by complying with the legislation in force, as much as possible.

We believe that Romania’s gambling industry is among the best regulated ones in the European Union. The rules that each operator must respect, both from the point of view of responsibilities and of publicity, are very well defined, which makes Romania an example of good practices at European level.

In your opinion, what are the solutions for the aforementioned risk?

I do not believe that such initiatives, as those mentioned above belonging to the local authorities, truly represent priorities on the public agenda, and any attempt to modify the legislation should be made in close collaboration with the industry.

I believe that dialog is always the solution and we are always prepared to talk with the authorities, as we are a responsible dialog partner that understands its role and place in society. From our point of view, the gambling industry actively contributes to the promotion of a responsible game behavior, and the ROMSLOT objective is to find solutions to these problems together with the authorities.

Speaking about the dialog with the authorities, how do you comment on the new technical norms published recently by the ONJN?

A new form of the draft normative act regarding the minimal technical requirements for the assessment of gaming means was recently published under decisional transparency. We believe that the good functioning of Romania’s gambling market represents a common desideratum for both the companies in the field and the authorities, and this framework can be ensured through constant dialog between all parties involved. Following the technical analysis of the provisions under the new document, our colleagues in the association, slot machine manufacturers, have noticed that, in order to succeed in carrying out an implementation without blocking the requirements within, it is necessary that the compliance be observed by the entire market, as a result of a common, attentive and rigorous analysis. I am sure that we will be able to optimally communicate with the ONJN, as we have done many times before, for the benefit of a more responsible future.De curând, Asociația Organizatorilor de Sloturi – ROMSLOT, a ales în persoana domnului Sorin Georgescu un nou președinte al acestei asociații. Am beneficiat de această ocazie ca să purtăm o discuție deschisă cu noul președinte ROMSLOT pentru a afla care vor fi principalele vulnerabilități în următoarea perioadă pentru industrie, care sunt soluțiile la problematicile actuale ale pieței și ce trebuie întreprins pentru ca dialogul cu autoritățile de reglementare sau, mai nou, din istrația locală să fie un succes.

Știm că v-ați petrecut aproape toată cariera profesională în domeniul jocurilor de noroc. Domnule Sorin Georgescu, sunteți noul președinte ROMSLOT. Spuneți-ne câteva cuvinte despre dvs., despre cum s-a dezvoltat asociația în ultimii ani și ce obiective aveți în calitate de președinte al acesteia?

Faptul că membrii ROMSLOT, colegii mei alături de care am lucrat în ultimii ani, m-au ales ca președinte al Consiliului Director reprezintă pentru mine nu doar o onoare, dar și o responsabilitate și un angajament într-un moment în care piața se confruntă cu tot mai multe provocări.

Încă de la înființare, ROMSLOT a reprezentat cea mai puternică voce în dialogul cu autoritățile. Am derulat acțiuni pentru o imagine corectă a industriei și am contribuit la o reglementare care să ajute organizatorii în activitatea de zi cu zi. Ne-am asumat ca asociație prin membrii noștri să îmbunătățim reputația industriei și asta sunt convins că s-a văzut în modul în care am ales să ne desfășurăm activitatea, susținând mai mult jocul responsabil și urmărind un profit responsabil.

Pot spune că acum fac parte dintr-o nouă echipă de conducere, dar sunt alături de aceiași oameni cu care am lucrat în ultimii doi ani, în sensul în care componența Consiliului Director al ROMSLOT nu s-a modificat, ci doar ne-am asumat roluri noi. Prin asta, asigurăm continuitate față de precedenta conducere și profit de ocazie pentru a-i mulțumi predecesorului meu, Adrian Georgescu, pentru tot efortul depus în calitate de președinte ROMSLOT. De asemenea, apreciez în mod special faptul că în pozițiile de vicepreședinte și de secretar general am alături două colege cu multă experiență, doamnele Gherghina Ionescu (MaxBet România) și Valentina Dobre (Advanced Technolgy). Bazându-mă pe profesionalismul și experiența lor, am încrederea că împreună vom reprezenta cu succes interesele asociației. Unul dintre obiectivele noastre pentru următorii doi ani va fi să avem o prezență mai consistentă în spațiul public, prin care să încercăm să demontăm o parte dintre miturile care gravitează în jurul acestei industrii. De asemenea, vrem ca în următorii doi ani să vorbim despre principiile care stau la baza acestui sector de activitate: suntem o industrie bine reglementată, care urmărește un profit responsabil, o industrie care înseamnă în primul rând entertainment, care adoptă standarde internaționale și care este, totodată, un contributor important la bugetul de stat, un creator de locuri de muncă și un partener de încredere în dialogul atât cu instituțiile statului, cât și cu asociațiile de profil.

Care credeți că vor fi principalele vulnerabilități în următoarea perioadă pentru industrie?

Cred că în următoarea perioadă vulnerabilitățile vor proveni din aceleași zone ca și până acum, respectiv vulnerabilități care țin de operare și vulnerabilități care țin de reglementare, doar că de câteva luni ne confruntăm cu o intensitate mai mare a acestora. Din prima categorie fac parte, de exemplu, presiunile la care suntem supuși din partea autorităților locale și am avut suficiente cazuri în ultimul timp, pornind cu Oradea, unde jocurile de noroc au fost interzise în Centrul Istoric, continuând cu Ploiești, unde ni s-a impus o taxă de avizare și, sper eu, terminând cu Voluntari, unde primarul a propus chiar un referendum local privind interzicerea jocurilor de noroc. Sigur, nu am uitat de Pitești și București, unde au avut loc discuții similare la nivelul anumitor factori politici. Desigur, toate aceste restricții exced cadrul legal prevăzut de legislația specifică jocurilor de noroc – OUG 77/2009, dar dificultatea combaterii acestora vine, după cum știți, și din reputația asociată industriei.

Cealaltă sursă a vulnerabilităților de care vorbeam ține de condițiile specifice pe care trebuie să le îndeplinească operatorii din industrie ca urmare a implementării Directivei nr. 4 privind combaterea spălării banilor. Deși transpunerea acestei directive în legislația din România s-a produs ținând cont de opinia industriei, de felul în care vom reuși noi să răspundem cerințelor prevăzute în textul legii va depinde o viitoare reglementare în acest sens. Combaterea spălării banilor este un subiect important pe agenda Uniunii Europene și  industria jocurilor de noroc trebuie să aibă  maturitatea să-i acorde importanța cuvenită. De fapt, noi asta ne propunem mereu la ROMSLOT: să eliminăm riscurile printr-un grad de conformare cât mai mare la legislația în vigoare.

Noi considerăm că industria jocurilor de noroc din România este printre cele mai bine reglementate din Uniunea Europeană. Regulile pe care trebuie să le îndeplinească orice operator, atât din punct de vedere al responsabilității, cât și al publicității, sunt foarte bine definite, ceea ce face ca România să fie considerată un exemplu de bune practici la nivel european.

Ce soluții vedeți pentru riscurile de mai sus?

Nu cred că astfel de inițiative precum cele ale autorităților locale menționate mai sus reprezintă cu adevărat priorități pe agenda publică, iar orice încercare de modificare a legislației ar trebui făcută în strânsă colaborare cu industria.

Consider că soluția este întotdeauna dialogul, iar noi suntem pregătiți să discutăm cu autoritățile, fiind un partener de dialog responsabil care își înțelege rolul și locul în societate. Din punctul nostru de vedere, industria jocurilor de noroc contribuie în mod activ la promovarea unui comportament de joc responsabil, iar obiectivul ROMSLOT este de a găsi împreună cu autoritățile soluții la aceste probleme.

Dacă tot vorbim despre dialogul cu autoritățile, cum comentați noile norme tehnice publicare recent de către ONJN?

Recent a fost publicată în transparență decizională o nouă formă a proiectului de act normativ privind condițiile minime tehnice de verificare a mijloacelor de joc. Noi considerăm că buna funcționare a pieței jocurilor de noroc din România reprezintă un deziderat comun atât al companiilor din domeniu, cât și al autorităților, iar un dialog constant între toate părțile implicate poate asigura acest cadru. În urma analizei tehnice a prevederilor conținute în noul document, colegii noștri din asociație care sunt producători de slot-machines au remarcat că, pentru a se reuși o implementare fără blocaje a cerințelor conținute, este necesar ca termenele de conformare să fie agreate de întreaga piață, în urma unei analize comune, atente și riguroase. Sunt sigur că așa cum s-a întâmplat de atâtea ori și în trecut, vom putea comunica optim cu ONJN în beneficiul unui viitor mai responsabil.
