The actions performed by the authorities in the last period of time have made the life of gambling organizers particularly difficult, especially in case of those operating in the field of street gaming. To enumerate briefly, April starts with the „Mecano” action conducted by „old and young” manpower of I.G.P, which resulted, among other things, in the occurrence of abusive unavailability of certain game devices, in delays and damage caused by unnecessary blockings of the work of the operators. There was plenty of fussiness, vainglory and superficiality for an operation of forces unique in our history. This was undoubtedly a vigorous salutary signal from the authorities! Only that, unfortunately, in order to be effective, force must be dosed with wisdom.

Then, changing the regulatory authority constituted another moment of blockage of the activity, therefore since May the 1st most of the operators were unable to reauthorize or to put into service new game devices. The result: dozens, even hundreds of devices of the legal operators collected only dust for an entire month until the authorization procedures have restarted with the „new” format. This was a step forward for „pirates”, who took advantage of the lack of response from the legal operators’ part.

When we thought that the worst ed, Mr. Deputy Korodi Attila formulates a legislative proposal designed to throw to the trash all gambling operations outside casinos and with them hundreds of millions of dollars of budgetary revenues. We would not be surprised by an eventual plagiarism of the Hungarian model, but by the lack of political instinct from promoter’s part, which derides the Government’s hard work of modern, European reformation, istration and control of the industry.

We would like to take a short holiday, until that point in which the perspective of our work would be determined. The lack of a consistent action on the part of the authorities, of some sort of predictability, even for a medium period of time, is harmful to the industry. Investors are discouraged to risk on the market and we enter a vicious circle in which the lack of interest of the authorized operators will be immediately replaced by the underground activity, which does not result in revenue to the state budget. As compensation, the study conducted by ROMSLOT shows once again, if necessary, the folklore that surrounds the gambling activity. No, we’re not all players, and the community is not traumatized by those 3% of its who consume their time and money in front of the game devices. Well reflected by the press, the study could be used to educate the civil society’s public opinion makers, which due to their lack of knowledge issue several judgments that can mislead the unauthorized persons, such as Mr. Deputy Korodi Attila, for example.

Acțiunile autorităților din ultima perioadă au făcut deosebit de dificilă viața organizatorilor de jocuri de noroc, în general, și a celor din street gaming în mod special. Pentru a enumera succint, luna aprilie debutează cu acțiunea “Mecano” derulată “cu mic cu mare” de efectivele I.G.P. și soldată, printre altele, cu indisponibilizarea abuzivă a unor mijloace de joc, cu întârzieri și pagube generate de blocaje inutile în activitatea operatorilor. Multă agitație, pompierism și superficialitate într-o desfășurare de forțe unică în istorie. Fără îndoială un semnal salutar de vigoare din partea autorităților! Doar că, din păcate, pentru a fi eficientă, forța trebuie dozată cu înțelepciune.

Apoi, schimbarea autorității de reglementare a constituit un alt moment de blocaj în activitate, astfel încât majoritatea operatorilor nu au putut să reautorizeze sau să pună în exploatare noi mijloace de joc la 1 mai. Rezultatul: zeci, chiar sute de aparate ale operatorilor legali au strâns praf timp de o lună până când s-au repornit procedurile de autorizare în format “nou”. Un pas în față pentru “pirații” ce au profitat de lipsa de reacție a operatorilor legali.

Când credeam că ce a fost mai rău a trecut, dl. deputat Korodi Attila formulează o propunere legislativă menită să arunce la gunoi jocurile de noroc din afara cazinourilor și sute de milioane de lei din veniturile bugetare. Nu ne-ar surprinde plagierea modelului unguresc, ci lipsa de instinct politic a inițiatorului, care aruncă în derizoriu activitatea asiduă a Guvernului de a reforma pe principii moderne, europene, istrarea și controlul industriei.

Am fi dorit să ne luăm o scurtă vacanță, așa cam până când se va hotărâ perspectiva activității noastre. Lipsa unei acțiuni unitare din partea autorităților, a unei predictibilități măcar pe termen mediu, este dăunătoare industriei. Investitorii sunt descurajați să riște în piață și ajungem într-un cerc vicios în care lipsa de interes a operatorilor autorizați va fi înlocuită imediat de activitatea subterană, neaducătoare de venituri la buget.

Ca o compensație, studiul realizat de ROMSLOT demonstrează încă o dată, că era nevoie, folclorul în care este învăluită activitatea de jocuri de noroc. Nu, nu suntem toți jucători, iar comunitatea nu este traumatizată de cei 3% din membrii ei care își consumă timpul și banii în fața aparatelor de joc. Bine reflectat în presă, studiul ar putea fi folosit în educarea formatorilor de opinie publică din societatea civilă, care din necunoștință emit diverse judecăți de valoare ce pot induce în eroare persoane neavizate, precum dl. deputat Korodi Attila, de exemplu.
