The time has came for Romania – as well as most of the States of the European Union– to focus on the subject of responsible gaming and to come up with the best solutions for the people vulnerable to gambling. Protecting those categories which can develop gambling problems is a priority for the entire industry, worldwide. Our country has officially entered among the countries which actually institutionalize this thing, through the establishment of a public interest Foundation, dedicated to those who may have or just present some risk of dependency, according to the provisions of the EMERGENCY ORDINANCE 92 on 2014. We discussed this new stage of the gaming industry with the three representatives of ROMBET- The Association of Gambling Organisers.. About the mission and the objectives of the Foundation

The Emergency Ordinance 92, which was adopted at the end of 2014, provides, among many other changes for the gambling market, that „will be established a foundation of public interest, in which will enter, upon request, of the Advisory Board of the O.N.J.N., whose main objective will be the compliance with the measures concerning socially responsible gambling, adopted by the European Committee for Standardization„. All organizers of gambling will be obliged to contribute to the institution, and “the funds will be allocated for activities and programs for the protection of youth, prevention and treatment of gambling addiction, the achievement of responsible advertising and promotion„. We received this information in December, in the final days of the last year. Now, the preparations for putting the Foundation bases are in full swing. „At the moment we are discussing technical details – we choose, for instance, the name of the new institution. Of course, the name will be less important, really important will be what will this foundation do, concretely. Its mission is to inform the public – particularly the vulnerable groups (children, adolescents) – concerning the risks of participation in gambling. Equally important is for it to prevent problems related to gaming, to advise and to help people who already have problems because of their addiction to gambling, by collaborating with psychology offices that are partners of the Foundation and expert in such matters,„, says Dan Ghiță, President of ROMBET.

„We need an up-to-date research on the impact of gambling in this country, on all kinds of games — something like the GfK survey in 2012. We can compare the two investigations and then we can talk, concretely, about developments and trends. And a section of the study – or perhaps a separate one, we will decide together what is better – must determine the number of persons with gambling problems, by each category. I think it will be quite difficult to implement this part of the study, because there is no clear boundary between the „normal”, the player that practices gambling as entertainment, socializing, and the players with so-called addiction problems, and they rarely it their situation. But this data is needed to have an image as close as possible to the reality, which will no longer leave room for various subjective interpretations and information concerning the extent of the phenomenon of addiction,” says Zăgrean.

Different messages for different audiences

The Executive Director of the ROMBET Association of , Dan Iliovici, follows for the topic of responsible gaming for a very long time – he has had several presentations at various conferences on issues of gambling and has had the opportunity to talk about this issue with European Commission officials, they too, being concerned about the situation. „It is a message that the industry wants to convey to world-wide – gambling must mean fun, not problems. And we’re working together with our foreign partners to find the best ways to make sure that we prevent the problems of gaming and that we can help those who, unfortunately, are facing them. „

The Foundation’s messages should be clearly separated, depending on the public: we address minors – which, by law, are prohibited from participating in gambling and to which you will have to come up with a particular type of message, and we’ll also address adults over 18 years of age, to whom we should talk more about balance, about the game as a fun activity, but also about prevention and counseling, if necessary. You must have a site dedicated to the responsible gaming and, of course, we must have regular information campaigns „, says Dan Iliovici.

We are putting the public on alert but we should not forget to focus on the preparation of industry’s employees.

Also, there can also be organized seminars for the gambling operators, so that they understand the importance of and the need for social responsibility. And, an indication that I care about a lot – all that we do through this Foundation should be publicized, we need the press for obtaining a spread of information as widely and as valid as possible. I no longer the disturbing number of articles showing a unreal situation and invoking baseless studies on addiction. We need transparency in the relationship with the media, and journalists must understand their extremely important role throughout this extensive project regarding responsible gambling „, said in the end Dan Ghiță, President of ROMBET.

A venit momentul ca și România – precum majoritatea statelor din Uniunea Europeană – să se concentreze asupra subiectului jocului responsabil și să vină cu cele mai bune soluții pentru persoanele vulnerabile față de jocurile de noroc. Protejarea categoriilor care pot dezvolta probleme de joc este o prioritate arzătoare pentru întreaga industrie, la nivel mondial. Țara noastră a intrat oficial în rândul țărilor care instituționalizează efectiv acest lucru, prin înființarea unei fundații de interes public, dedicată celor care pot avea sau doar prezintă un anumit risc de dependență, conform prevederilor din OUG 92 din 2014. Am discutat despre această nouă etapă a industriei jocurilor de noroc cu cei trei reprezentați ai ROMBET – Asociația Organizatorilor de Jocuri de Noroc. Domnul Dan Ghiță – președintele asociației, domnul Dan Iliovici – directorul executiv și domnul Anchidim Zăgrean – vicepreședinte sunt preocupați încă de la înființarea ROMBET – în februarie 2014 – de această delicată situație și de găsirea celor mai bune soluții pentru piața din România.

Despre misiunea și obiectivele fundației

Ordonanța de urgență 92, adoptată la finalul anului 2014, prevede, printre multe alte modificări pentru piața gamblingului, că „va fi înfiinţată o fundaţie de interes public, din care vor face parte, la cerere, membrii Consiliului Consultativ de pe lângă O.N.J.N., al cărei obiectiv principal va fi respectarea măsurilor privind jocurile de noroc responsabile social, adoptate de Comitetul European pentru Standardizare„. Toți organizatorii de jocuri de noroc vor fi obligați să contribuie la această instituție, iar „fondurile vor fi alocate pentru activităţile şi programele de protecţie a tinerilor, prevenirea şi tratamentul dependenţei de jocuri de noroc, realizarea promovării şi publicităţii responsabile„. Primeam aceste informații în decembrie, în ultimele zile ale anului trecut. Acum, pregătirile pentru punerea bazelor fundației sunt în toi. “Momentan discutăm detalii tehnice – alegem, de pildă, denumirea noii instituții. Desigur, mai puțin va conta numele, cu adevărat important va fi ce va face concret această fundație. Misiunea ei este de a informa publicul – în special categoriile vulnerabile (minori, adolescenți) – cu privire la riscurile participării la jocurile de noroc. La fel de important este de a preveni apariția problemelor legate de jocuri, de a consilia și a ajuta persoanele care deja au probleme din cauza dependenței de jocuri de noroc, prin colaborarea fundației cu cabinete de psihologie și experți în astfel de probleme”, spune Dan Ghiță, președintele ROMBET.

“Avem nevoie de o cercetare la zi privind incidența jocurilor de noroc în țara noastră, pe toate tipurile de jocuri – ceva asemănător studiului GfK din 2012. Putem compara cele două cercetări și putem vorbi apoi, concret, despre evoluție și tendințe. Iar o secțiune a studiului – sau poate unul separat, decidem împreună cum este mai bine – trebuie dedicată determinării numărului de persoane cu probleme de joc, pe fiecare categorie. Cred că va fi destul de greu de realizat această parte a studiului, deoarece nu există o graniță clară între jucătorul ”normal”, cel care practică jocurile de noroc ca pe o distracție, socializare, și jucătorii cu probleme – așa-numiții dependenți, iar aceștia din urmă își recunosc rareori situația. Dar este nevoie de aceste date pentru a avea o imagine cât mai apropiată de realitate, care să nu mai lase loc diverselor informații și interpretări subiective privind amploarea fenomenului dependenței ”, este de părere domnul Zăgrean.

Mesaje diferite pentru un public diferit

Directorul executiv al asociației ROMBET, Dan Iliovici, urmărește subiectul jocului responsabil de foarte multă vreme – a ținut mai multe prezentări la diverse conferințe pe teme de gambling și a avut ocazia sa vorbească despre această problemă cu oficialii Comisiei Europene, și ei preocupați de situație. “Este un mesaj pe care industria vrea să-l transmită la nivel mondial – jocurile de noroc trebuie să însemne distracție, nu probleme. Și ne străduim, împreună cu partenerii noștri străini să găsim cele mai bune modalități de a ne asigura că putem preveni problemele de joc și că îi putem ajuta pe cei care, din nefericire, se confruntă cu ele.

Mesajele fundației ar trebui clar separate, în funcție de public: ne vom adresa minorilor – cărora, prin lege, le este interzisă participarea la jocurile de noroc și către care va trebui să venim cu un anume tip de mesaj și ne vom adresa, de asemenea, persoanelor adulte, de peste 18 ani, cărora trebuie să le vorbim mai mult despre echilibru, despre jocul ca distracție, dar și despre prevenție și consiliere, dacă este cazul. Trebuie să există un site dedicat jocului responsabil și, firește, să avem periodic campanii de informare”, spune domnul Dan Iliovici.

Punem în gardă publicul, dar să nu uităm să ne concentrăm și pe pregătirea angajaților industriei.

De asemenea, pot fi organizate seminarii și cu operatorii de jocuri, pentru ca și aceștia să înțeleagă importanța și necesitatea responsabilității sociale. Și, o precizare la care țin mult – tot ce vom face prin această fundație, trebuie mediatizat, avem nevoie de presă pentru o informare cât mai largă și cât mai corectă. Am pierdut numărul articolelor alarmiste care prezintă situația deformat și invocă studii nefondate despre dependență. Avem nevoie de transparență în relația cu mass-media, iar jurnaliștii trebuie să își înțeleagă rolul extrem de important în tot acest amplu proiect privind jocul responsabil”, încheie Dan Ghiță, președintele ROMBET.
