The interests of the gambling industry’s companies are now represented by a new association of the companies present on the gaming, Rombet – launched on May 16^th, in the presence of the most important actors in the field, and also of the state authorities. The Rombet Association, which is run by Mr. Dan Alexandru Ghiță, former general manager of the Romanian Lottery, aims to adopt a different approach of this particular industry, which can often be quite controversial incomprehensible.

 „More transparency is required in this industry, which represents more than have a billion of euros per year of the Romanian economy. We also need a more structured dialogue between the industry’s , regardless of their size. Besides specific laws and regulations that are extremely important, we must also establish standards and principles of ethics”, the Rombet President, Dan Ghiță, declared at the event.

 A crucial subject in relation to the revival of the industry is the relationship with the authorities. „For a long time, our dialogue with the state did not exist except in of fines, nerves or witch hunt. This cannot continue. The industry is regulated today in the absence of a representative voice, which is intolerable. Equally, we must understand that the state is not the enemy of the industry, but a dialogue partner, together with which we must try to build a different future for this industry, a predictable one, economically speaking. The companies must also understand this, because we also have our share of “guilt”: if there is an enemy, than this can only be represented by ourselves. We must chance the inside attitude, in order to have power outside „, believes the President of Rombet.

 The founding of Rombet was welcomed by the representatives of the National Gambling Office, but also by the parliamentarians that regulate this field. „Among the main objectives of the new association we note the promoting of responsible gambling. I am glad that there are professionals in this area”, declared Odeta Nestor, President of the National Gambling Office.

 The deputy Daniel Florea, member of the juridical commission of the Deputies Chamber, which is involved in the legislation regulating the gambling field, has also spoke for the need of a collaboration with the market, one that can now be achieved, through the foundation of Rombet.  „We want to consult in order to be able to protect the vulnerable population categories, but also in order for our industry to be able to work”, the parliamentarian said.

 The representatives of the gaming industry have specified that there is a lack of bills, ones that would clarify and help the market, a market which, according to their estimations, would represent 0.7-0.8 % of PIB with its annual 500 millions of Euro and its 30-40,000 employees. Therefore, this is an industry that deserves more engagement and transparency from the part of those assigned to regulate it.  At this point, the market players complain of legislative „impediments”: „Every 2-3 weeks, new gambling bills enter the parliament, bills that we have to fight off, because they would have a substantial negative impact on the industry”, has declared Sorin Constantinescu, President of the Association of Casino Organizers from Romania, at the Rombet inauguration.

 They also discussed about the tax on winnings of 25% per source, a tax which is unique in Europe, and which, according to the players on the market, brings nothing but disadvantages to this field – for example, no tournaments can be organized, so the gambling loving tourist cannot be attracted. Therefore, amateur players and their money go to Budapest or Vienna. „In all the other European states, at the end of one year, the players declare their winnings in their financial file and they pay the taxes”, explained Constantinescu. „Recently, in Vienna was organized an international poker tournament with 2,000 participants, who stayed here for 10 days, in December another one will take place in Prague. I organize an international poker tournament in Hungary, Budapest, for our neighbor states, and the fact that I cannot organize this tournament in Bucharest it is not normal „, he added.



 And what is happening at the online level also creates heated debates and maxim interest. Online gambling is not regulated in our country, although, according to those in the industry, there were some attempts in 2009, momentarily forgotten. „Romania loses money because they do not cover this field, we are at the tail of Europe, in Bulgaria, for instance, licensed operators have begun to appear,” said at the event of the Rombet launching – Mihai Manoilă, an expert in on-line gambling.

 The subject concerning the wrong perception of the Romanians in respect of gaming could not be byed also. „In the United Kingdom, the gambling industry is fifth contributor to the budget, and the first 5 people from the area have received the distinction Sir from the Queen. In Romania, we are an anathema to some, as if we were doing dubious things, mafia like activities. I don’t think the gambling here is less fiscal or less respectable either. It’s just a little less transparent,” said Alecu, an entrepreneur in the field. He is of the opinion that the change of perception should be placed on the list of things to be done urgently for the field of gambling – a field which is extremely important, but which does not have a suitable image.

 Therefore, since its first appearance in front of the public, the Rombet Association has complied with its list of priorities – has kicked off a more transparent, a candid dialogue with government officials and made the first steps towards a unity that is much needed in the market.

Is a good opportunity review the beliefs of the new Association: in an industry often wrongly perceived and to which, unity is unknown; Rombet aims to radically change things. The Association has big plans for an open and more intense dialogue with the authorities of the State in this sphere, clearer laws, applied with unity, law extensively discussed, with all those involved, a market more professional market, which is more similar to the European ones, a transparency that has never been known in this area in Romania, the removal of any forceful actions, which may target the market at some point.

 „We need a fair and uniform legislation to stimulate competition, a fair and impartial monitoring, aiming stability and predictability, without the fear that any investment in this area can always become „nationalized” through legislative action or behavior that favorizes the state capital versus the private sectors”, believes Dan Ghiță, President of Rombet.”We can make beautiful things for this domain and I am convinced that step by step we will also reach a level of professionalism resembling the one abroad. For this we need the help of the National Gambling Office – the structure that „watches over” this industry – and a prompt and as fair as possible involvement on the part of the representatives of the industry. Rombet will be that so much needed „refresh” of the relations between the businesses operating in this area, the related institutions and the market, which perceives us in a manner far from the truth. We will organize dedicated actions, we will put price transparency to the fore by presenting the information in a more honest and detailed way, „he added.

 Any operator working on the gambling market, without exception, is welcomed in Rombet. Thus, all will have a single representative, with all the power and strength of representation gathered into a single Association, which has all the knowledge, experience and the possibility of a rapid reaction to any situation. 

Rombet was willing to contribute to the creation, observation and development of the legal framework of business, as well as the promotion of professional competence in the field, by improving access to the organizers of gaming that are associated to market information and facilitate the capitalization of these information, the promotion of products on the domestic and foreign markets, as well as winning new markets, increasing the number of jobs in the sector by attracting the young generation and women in such activities, in all areas of the country, accessing, developing, ing, promoting, realizing and/or participating in the development of cross-border and European programs, in the fields of interest of the Association.

 Dan Alexandru Ghiță – President of the Rombet Association- has gained experience on the Romanian gambling market since 1998. After studying at the Faculty of Electronics of the Polytechnic Institute of Bucharest, but also having specialized in Business and Investment Management, at the Academy of Economic Studies, in 2012 he became general manager of the Romanian Lottery.

Interesele companiilor din industria de gambling sunt de acum reprezentate de o nouă asociație a companiilor de pe piața jocurilor de noroc, Rombet – lansată pe 16 mai, în prezența celor mai importanți jucători ai domeniului, dar și în prezența autorităților statului. Condusă de Dan Alexandru Ghiță, fostul director general al Loteriei Române, Asociația Rombet își propune o abordare diferită a acestei industrii, uneori controversată și deseori puțin înțeleasă.

 „Este nevoie de mai multă transparență în această industrie care reprezintă peste jumătate de miliard de euro din economia României an de an. De asemenea, avem nevoie de un dialog mult mai structurat între jucătorii din industrie, indiferent de mărimea lor. Trebuie să stabilim standarde și principii etice, pe lângă legile și regulamentele extrem de importante”, a declarat la eveniment președintele Rombet, Dan Ghiță.

 Un subiect crucial atunci când vorbim despre o revigorare a industriei este relația cu autoritățile. „Multă vreme, dialogul cu statul nu a existat decât sub forma amenzilor, nervilor sau a vânătorii de vrăjitoare. Acest lucru nu poate continua. Industria este reglementată astăzi fără o voce reprezentativă, ceea ce e inisibil. În egală măsură, trebuie să înțelegem că statul nu este inamicul industriei, ci un partener de dialog, cu care trebuie să încercăm să construim un alt viitor industriei, unul predictibil, economic vorbind. Apoi, și companiile să înțeleagă acest lucru, pentru că avem și noi “vina” noastră: dacă există vreun inamic, acesta este reprezentat doar de noi înșine. Trebuie să schimbăm atitudinea din interior, pentru a avea forță în exterior”, este de părere președintele Rombet.

 Înființarea Rombet a fost salutată de reprezentanții Oficiului Național pentru Jocurile de Noroc, dar și de parlamentarii care reglementează domeniul. „Printre obiectivele principale ale noii asociații se numără promovarea unui joc responsabil. Mă bucur că există profesioniști în acest domeniu”, a declarat Odeta Nestor, Președintele Oficiului Național pentru Jocuri de Noroc.

 Și deputatul Daniel Florea, membru în comisia juridică a Camerei Deputaților, implicat în legislația care vizează domeniul de gambling, a vorbit despre nevoia unei altfel de colaborări cu piața, colaborare ce poate fi obținută odată cu apariția Rombet. „Vrem să ne consultăm pentru a putea proteja categoriile de populație vulnerabile, dar și pentru ca industria să își poată desfășura activitatea”, a spus parlamentarul.

 Reprezentanții industriei de jocuri de noroc au ridicat problema lipsei unor proiecte legislative care să clarifice și să sprijine piața, o piață care, potrivit estimărilor lor, ar reprezenta 0,7-0,8 % din PIB cu cele peste 500 de milioane de euro anual și cei 30-40.000 de angajați. Așadar, o industrie care merită mai multă implicare și deschidere din partea celor desemnați să o reglementeze. În acest moment, jucătorii pieței se plâng de „piedici” legislative: „La fiecare 2-3 săptămâni apar în Parlament iniţiative legislative despre industria jocurilor de noroc, cu care aceasta trebuie să se lupte, pentru că ar avea un impact negativ substanţial”, a declarat, la lansarea Rombet, Sorin Constantinescu, preşedintele Asociaţiei Organizatorilor de Cazinouri din România.

 A fost abordat și subiectul taxei pe câștig de 25 % la sursă, o taxă unică în Europa, din cauza căreia jucătorii pieței spun că domeniul are numai de pierdut – spre exemplu, nu pot fi organizate turnee și nu pot fi atrași turiștii pasionați de jocurile de noroc. Astfel, toți amatorii, și implicit banii lor, ajung în Budapesta sau Viena, de pildă. „În celelalte state europene, jucătorii îşi declară la final de an câştigurile pe fişa fiscală şi plătesc impozit”, a explicat Constantinescu. „La Viena a avut loc recent un turneu internaţional cu 2.000 de participanţi, care au stat 10 zile, în decembrie are loc unul la Praga. Eu organizez în Ungaria un turneu internaţional de poker la Budapesta, pentru statele vecine, nu este normal să nu pot organiza acest turneu la Bucureşti”, a adăugat el.



 Dezbateri aprinse și interes maxim stârnește și ceea ce se întâmplă la nivel online. Jocurile de noroc online nu sunt reglementate în țara noastră, deși, potrivit celor din industrie, au existat niște tentative în 2009, momentan uitate. „România pierde bani din cauză că nu reglementează acest domeniu, suntem la coada Europei, în Bulgaria, de pildă au început să apară operatori licențiați”, a precizat – la evenimentul de lansare Rombet – Mihai Manoilă, expert în piața on-line a jocurilor de noroc.

 Nu putea fi ocolit nici subiectul percepției greșite a românilor în privința jocurilor de noroc. „În Marea Britanie, industria de gambling este al cincilea contribuitor la buget, iar primii 5 oameni de afaceri din domeniu au fost făcuți Sir de Regină. În România, purtăm o oarecare anatemă, de parcă am face lucruri gri, ușor spre mafie. Nu cred că aici domeniul gambling-ului este mai puțin fiscalizat sau mai puțin respectabil. Este doar un pic mai puțin transparent”, a menționat Marian Alecu, antreprenor în domeniu. El este de părere că schimbarea percepției ar trebui pusă pe lista acelor lucruri de făcut urgent în domeniul gamblingului – domeniu care este extrem de important, dar care nu are o imagine adecvată.

 Așadar, încă de la prima apariție în fața publicului, asociația Rombet și-a respectat lista de priorități – a dat startul unei etape mai transparente, a pornit un dialog onest cu oficialii și a făcut primii pași spre unitatea de care este atâta nevoie în piață.

Este un bun prilej să ne reamintim crezurile noii asociații: într-o industrie adesea greșit percepută și care nu prea cunoaște unitatea, Rombet își propune să schimbe radical lucrurile. Asociația are planuri mari privind un dialog deschis și mult mai intens cu autoritățile statului din acest domeniu, legi mai clare și aplicate unitar, discutate îndelung cu toți cei implicați, o piață a jocurilor de noroc mai profesionistă și mai apropiată de variantele europene, o transparență cum acest domeniu nu a mai cunoscut în România, înlăturarea oricăror acţiuni de forţă, care pot viza la un moment dat piața.

 „Avem nevoie de o legislaţie corectă şi unitară care să stimuleze competiţia, de o monitorizare corectă şi imparţială, de stabilitate şi de predictibilitate, fără teama că orice investiție în acest domeniu poate oricând să fie „naţionalizată” prin acţiuni legislative sau prin comportament de favorizare a capitalului de stat faţă de cel privat”, crede Dan Ghiță, președintele Rombet. „Se pot face lucruri foarte frumoase pentru domeniu și sunt convins că ușor, ușor vom ajunge și noi la un nivel de profesionalism apropiat celui din străinătate. Pentru asta ne trebuie ajutorul Oficiului Național pentru Jocuri de Noroc – structura care „veghează” asupra acestei industrii – și o participare cât mai promptă și corectă din partea reprezentanților domeniului. Rombet va fi acel „refresh” de care este atâta nevoie în relațiile dintre mediul de afaceri ce activează în această zonă, instituții abilitate și piața care ne percepe într-un mod departe de adevăr. Vom avea acțiuni dedicate, vom pune preț pe transparență, prin prezentarea informațiilor într-un mod cât mai onest și detaliat”, adaugă el.

 Orice operator care activează pe piața de jocuri de noroc, fără excepție, este binevenit în Rombet. Astfel, toţi membrii vor avea un reprezentant unic, cu toată puterea şi forţa de reprezentare adunate într-o singură asociaţie, care dispune de toate cunoştinţele, experienţa şi posibilitatea unei reacţii rapide faţă de orice situație. 

 Rombet își dorește să contribuie la crearea, respectarea și dezvoltarea cadrului legal de desfășurare a activității, precum și de promovare a competenței profesionale în domeniu, prin  îmbunătăţirea accesului organizatorilor de jocuri de noroc asociaţi la informaţii de piaţă şi facilitarea valorificării acestor informaţii, promovarea produselor pe pieţele interne şi externe, precum şi câştigarea de pieţe noi, creşterea numărului de locuri de muncă în domeniu prin atragerea în astfel de activităţi a generaţiei tinere şi a femeilor, în toate zonele ţării, accesarea, elaborarea, sprijinirea, promovarea, realizarea şi/sau participarea la derularea programelor transfrontaliere şi europene, în domeniile de interes ale asociaţiei.

 Dan Alexandru Ghiță – președintele Asociației Rombet – a acumulat experiență pe piața jocurilor de noroc din România încă din 1998. După studii la Facultatea de Electronică a Institutului Politehnic București, dar și o specializare în Managementul Afacerilor și Investițiilor, la Academia de Studii Economice, în 2012, devenea directorul general al Loteriei Române.
