When you get to make billions of dollars from business in the gambling area, this activity ends up becoming a lifestyle for you. On the other side, some billionaires who are part of this world – such as Kazuo Okada – are the living proof that the world of gambling is not fully incompatible with the arts domain. The Japanese billionaire about whom we will discuss in our column dedicated to “international gambling personalities” has made his name worldwide known by developing the brand Universal Entertainment, but he is also known as being a great art lover, with his own museum displaying Japanese art collections.
With a fortune that Forbes evaluated to stand at $2.4 billion, Okada was a business partner with the famous American billionaire Steve Wynn, but the Japanese gave up his share of Wynn Resorts after his partner accused him of financial misleading. Okada denied the accusations. His value as a businessman nevertheless stands beyond the details of this failed partnership.
On the great pioneers in the business sector of Philippine’s casinos, and practically a path breaker for this destination, Okada is now building there a casino complex aiming to be among the world greatest, and which will occupy one third of Entertainment City – a huge space prefigured to become the new Mecca of the Asian gambling market. Well, the complex built by the Japanese billionaire will be the third giant of its type within Entertainment City.
The ambition of grand projects
In order to lay the basis for this project, according to the Philippine law, the investor needs a local partner, which has to own 60% of the land over which a new construction is to be built. Okada thus began to collaborate with Antonio O. Cojuangco, n important Philippine business man, through Tiger Resorts Leisure and Entertainment Inc., the local arm of his company Universal Entertainment, which is now responsible with completing the complex called Manila Bay Resorts, worth over $2 billion. We have to mention the fact that Philippine now boasts the most open climate for doing business, given the fact that the country is firmly run by the iron fist of President Rodrigo Duterte, who launched a staunch offensive against drug cartels in the country and imposed many drastic measures in this regard. Nevertheless, Okada never lacked one of the most important ingredients for doing business in this area: courage.
The road that got him here was not an easy one. The 74 year old billionaire recently recalled how he lost his father when he was just a child (in the sixth grade) and how he gave up high school in order to enlist in a vocational school. It was there that he learned engineering, as he was pushed towards this occupation by the difficulties in his family. He then started to work at repairing jukebox machines coming from America, and in short time he was producing gaming machines, becoming the biggest producers of pachinko machines in Japan until the year 1999. Moreover, his company produced the first computerized slot machines, and in short time he was controlling 75% of the slots market in Nevada, which is not at all negligible.
In this way, Okada managed to win a fortune by the 1980-90, and then he fell in love with Las Vegas, even though among his ambitions was that of building a great casino-resort in Asia. By looking at the new casino-resort in Entertainment City we can rightfully say that we went far way past his ambitions: Manila Resort Bay will have a giant hotel with 1000 rooms, 3000 slot machines and 500 table games. What attracted him in Philippine? “The mysticism and undiscovered beauty of the place”, he said for Financial Times.
When he bought the first lot of land these – in 2008, for $300 million, and when he got his first temporary operation license for Entertainment City, Philippine was considered the “sick man” of Asia. After he studied hard the current working conditions in the country and the tax system, Okada soon became confident. Indeed, the actual policies improved the economic relationship the country now has with China, which led to an unexpected influx of tourists.
The rule for success can be synthetized by Okada in the following way: you need to have a positive attitude, be ready not to give up and be grateful. Indeed, if we carefully look at his business venture, but also at his personal life, we can say that this conceptual triad has become his faith in business and that he successfully accomplished his mission: he became one of the most well-known billionaires in Japan, he conquered Nevada with his slots business, and then he unraveled the potential that a market like Philippine can hide. For all these, Okada deserves all our attention and respect.

Cu o avere estimată de Forbes la 2.4 miliarde de dolari, Okada a fost partener de afaceri cu celebrul miliardar american Steve Wynn, însă japonezul a renunțat la acțiunile pe care le deținea la Wynn Resorts după ce a fost acuzat de partenerul său de nereguli financiare. Okada a negat acuzațiile. Valoarea lui ca om de afaceri merge însă dincolo de acest parteneriat eșuat.
Unul dintre pionierii afacerilor în lumea cazinourilor din Filipine, fiind practic un deschizător de drumuri pentru această destinație, în prezent Okada construiește acolo unul dintre cele mai mari complexe de cazinouri din lume, care vor ocupa o treime din Entertainment City – un spațiu care se prefigurează a fi noua Mecca a pieței de gambling din Asia. Ei bine, complexul construit de miliardarul japonez va fi al treilea gigant de acest fel din cadrul Entertainment City.
Ambiția proiectelor mărețe
Pentru a pune bazele acestui proiect, potrivit legii din Filipine, omul de afaceri avea nevoie de un partener local, care trebuia să dețină 60% din terenul pe care urmează să fie ridicată o construcție nouă.
