Hungary is situated in Central Europe at a equal distance from the Ural mountains, respectively from the Mediterranean Sea and the North Sea. As a form of Government, we are dealing with a parliamentary Republic, and the capital is Budapest, the seventh city in the European Union by population and also famous for its thermal springs. The country is part of NATO, and since 2004 is a member of the European Union. Gambling is legal in Hungary, but for security reasons, the Government has recently proposed to ban this type of activity.

An arid field for gambling

Gambling doesn’t seem to be much extended on Hungarian territory; there are only four cities in this country that offer seven gambling facilities, represented only by casinos. They are, moreover, the only legal form of gambling in the country. Online gambling activities are supervised by a Gambling Supervisory Department of the Ministry of Finance.

It is not surprising for a country which regained its freedom in 1991, that in the same year, under a new Government power, the first legislation of gambling was ed, legislation which has brought a little order on the unstable market. In order to control the entire industry, a State monopoly was inevitable. Even now, when big corporations in this field may set up gambling premises, the Government is still the majority holder. Although in 2007 the European Commission proposed a change of the legislation, in order to ensure a competitive market area for sports betting, no interventions were made on the legislation.

Casinos and poker

In their turn, casinos are also controlled by the Government, with 22 spaces for playing slots and Casino games, most of them belonging to the brand Merkur. Pari-mutual bets have a longer history, starting in 1880, but at the present there is only one track for horse races, Kinksem Park in Budapest, which organizes competitions from May to December. Online bets are not highly developed.

The largest casino in this country is Casino Las Vegas & Sofitel Atrium Budapest, offering 23 tables and 53 slots and poker video games. Per total, the capital of the country has four casinos.

In the 2000’s, when the hysteria of Poker took over a large portion of the population, many poker clubs were opened and they have enjoyed a huge success. This was tempered in 2010 as a result of the restrictions of conservative type.

Foreign companies are handled with maximum caution

As evidence of the harsh measures protecting the monopoly in the gambling market is the attempt of the British company Sportingbet to enter the local market in 2004 that received a refusal from the Hungarian authorities. Furthermore, in 2006, the banks have blocked the payments made to casinos and online poker rooms, in reference to Sportingbet and BetandWin.

Despite the efforts to prevent citizens to make online bets, most gamblers of Hungary continue to attend websites based outside the country. Major groups of software such as the Real Time Gaming and Microgaming are accessible by the Hungarian gamblers.

A recent estimation shows that 471 websites for sports betting are accessible by Hungarian citizens, 17 of which provide services in their native language. These include Unibet, Expekt, Ladbrokes, Bwin Sportbook & Racebook and Betsson. Although the national currency of Hungary is the forint, in this type of activities, the European currency, Euro, is most commonly used.

The new legislation bans outside casino slots

The Hungarian Government proposed early in October last year, a new Bill, which provides the banning of slots in cafes or other public places except casinos. The reason cited by the Government was the attempt to reduce the amounts of money spent for this purpose, by the clients. At the time the authorities declared that the Hungarians, in particular those with low incomes, allocate too high sums from their income to this distraction. „Our goal is to ensure that the poor, disadvantaged and deprived citizens are protected against opportunities to invest their money in gambling activities,” said Janos Lazar, Head Office of the Prime Minister of Hungary, according to the American publication, The Huffington Post.

It was said that the new measure will reduce revenues to the State budget, by 30 billion forints, (135 million dollars) but the money will be recovered by online gaming taxes. The devices that are already in operation will be withdrawn. For the enforcement of this law, the Hungarian Government has also invoked security measures, but did not provide more details in this respect.

Gamblingul este legal în Ungaria, însă guvernul a propus de curând interzicerea acestui tip de activități din motive de securitate pentru populație.

Un teren arid pentru pariuri

Gamblingul nu pare a fi foarte extins pe teritoriul ungar, fiind patru orașe în țară care oferă șapte facilități de gambling, reprezentate doar de cazinouri. Acestea sunt, de altfel, singura formă legală de gambling din țară. Activitățile de gambling online sunt supravegheate de un departament de Supervizare a Gamblingului din cadrul Ministerului de Finanțe.

Într-o țară care și-a recâștigat libertatea în 1991, nu este suprinzător faptul că în același an, sub o nouă putere guvernamentală, a fost adoptată prima legislație de gambling, care a adus puțină ordine pe această piață instabilă. Un monopol de stat a fost inevitabil, pentru a controla întreaga industrie. Chiar și acum, după ce mari corporații din domeniu pot înființa spații pentru jocuri de noroc, deținătorul majoritar este tot guvernul ungar. Cu toate că în 2007 Comisia Europeană a propus o schimbare a legislației în vederea asigurării unui spațiu competițional pe piața de pariuri sportive, nu s-a mai intervenit asupra legislației.

Cazinourile și pokerul

Cazinourile sunt, la rândul lor, controlate de guvern, existând 22 de spații de joc destinate sloturilor și jocurilor de cazino, majoritatea sub numele brandului Merkur. Pariurile pari-mutuale au istorie mai lungă, din 1880, însă în prezent există o singură pistă pentru cursele de cai, Kinksem Park din Budapesta, care organizează competiții din mai până în decembrie. Pariurile online nu sunt foarte dezvoltate.

S-a precizat că noua măsură va reduce cu 30 de miliarde de forinți (135 de milioane de dolari) veniturile la bugetul de stat, însă banii vor fi recuperați prin taxarea jocurilor online. Aparatele care se află deja în operare vor fi retrase. Guvernul ungar a invocat și măsuri de securitate pentru impunerea acestei legi, însă nu a oferit mai multe detalii în acest sens.
