The most important event in the Romanian gambling industry took place on December 5th at the Crowne Plaza Hotel in Bucharest: the ReUnion of Gambling Professionals, a traditional event organized by Casino Inside magazine, which has reached its 12th edition. This annual meeting dedicated to the Romanian gambling community is the main event dedicated to discussing and analyzing the problems and opportunities in our gambling industry.

Legislative changes in the year 2024 have led to changes in our gaming market leading to a decrease in the number of operators, a decrease in the number of employees and we are convinced a decrease in state revenues that have come from the taxation and taxation of activities specific to our industry.
We were very pleased to see such a large number of participants, a sign that the interest in continuing to work in this area will be alive and well in the future.

1. Authorities. Presentation of the gambling industry in Romania in 2024

Gheorghe Gabriel Gheorghe
The President of the National Gambling Office, Gheorghe Gabriel Gheorghe, made a very detailed and useful presentation to the economic agents present in the room from which we found out the number of licenses granted, licenses revoked, cancelled or whose validity has expired comparing the period January-October 2024 vs. 2023. How many licenses are still valid in the domains of fixed odds betting, pari-mutuel betting, lotto, poker clubs, casinos, slot machines, online and class II. The declines are evident and we will discuss this downward dynamic in a separate article. The same decrease is also evident in the amounts collected by the state from operators this year compared to last year! The President of the ONJN also informed us about the number of controls and monitoring carried out this year and the amount of fines. We also discussed the promotion of responsible gambling and the fact that this is at the forefront of the Office’s concerns, and finally the President of the ONJN discussed the challenges for the coming year.

Alexandru Rîlea, International Sales Manager Synot Games, had the first presentation coming from our partners and presented some information about the game systems, cabinets, CMS and jackpot system of the Slovakian company.
3. Online. The Romanian gambling black market in 2024

Odeta Nestor
Mrs Odeta Nestor, president of the Association of Remote Gambling Organizers (AOJND), made a very realistic analysis of this scourge that has been haunting us for years. Mrs. Nestor presented information about what the black market is and how it is formed, why it is attractive, how new technologies are used as tools for the development of the black market, data on the black market in different EU countries, but she also talked about solutions to limit and combat the black market in Romania. A very interesting speech that energized the conference room.

Ana-Maria Baciu
Mrs. Ana-Maria Baciu, Managing Partner Baciu Partners, talked about Trends and Legislative Initiatives in our industry on the following areas of interest: advertising restriction, protection of minors, exposure reduction, empowerment messages, political trends. The raised great interest among the participants.
4. Taxes. Issues of interest in future tax inspections in the Romanian Gambling Industry

Mr. Lucian Barbu, Tax Partner at Nestor Nestor Diculescu Kingston Petersen Tax Consultancy, addressed the following topics:

Mrs. Adela Nuță came to meet the needs of the gambling industry and proposed to the audience topics through which those present in the room learned the latest news on AML (Money Laundering) and GDPR, especially regarding the self-exclusion procedure, a topic that is of great interest at the moment.
7. ONLINE. Challenges and Procedures in obtaining gambling licenses in various regulated markets.

Ms. Georgiana Ruse, Head of Legal at Gambling Solutions, had a very appreciated intervention by the audience for the quality of the information presented in her presentation, which did not lack references about
the biggest challenges in obtaining licenses in other jurisdictions and the benefits of expanding and obtaining licenses in other jurisdictions.
8. The Gambling Industry and Private Investigations.

Mr. Dan Bucur, Vice President of the Patronage of Private Detectives in Romania, showed us the importance of private investigations in combating the black market, but also the importance of stricter checks on employees and successfully combating the attempts of various criminal groups to damage the companies operating on the gambling market.

It was a very dynamic introspection of how the communication of messages has been done so far and what would be the axioms of this communication with the players and with society in the future from 2025.

She explained why this is beneficial, which are the companies that have to do this and by which criteria they qualify for this approach, the importance of their own risk assessments and finally the recommendations proposed to operators.
12. Cyber Security. The importance of cyber security in gambling.
The audience came alive when George Zlati, a lawyer specializing in cybercrime, came on stage. His presentation was very well received by those present because he spoke openly and to the point about what is currently troubling us in the cyber realm. George Zlati spoke about macro and micro risks when we are in the virtual environment, the typology of attacks, identity theft, fraudulent bonuses, the use of bots or the manipulation of betting and gambling. An amazing kaleidoscope of online dangers for players and operators alike.

Sergiu Zaharia, independent cyber advisor, in his presentation – Cyber Axioms for Business Leaders kept the high level of information quality of his predecessor and gave us a lot of content about the size of the cyber crime market, the fact that everyone is a target of cyber criminals, how resilient and prepared we need to be in the face of hacker attacks and how we need to organize our own cyber attack simulations and how we react to them, making us better prepared for an unwanted future.

Cristina Scutaru – corporate coach, brought to our attention effective strategies for employee retention in the gambling industry. Why is it important to keep our employees in the company, what are the challenges specific to our industry, strategies to improve retention and implementation and monitoring of strategies.
