Association of the gambling organisers Rombet bet, since its inception, on her mission to spread at national level the most important informations, advices and recomandations from the industry. ROMBET’s perspective was, from the start, to create a dialog platform for all the operators, that can be in with all that happends with the gambling industry at national and global level. 2213n

ROMBET organized seminars and meetings with the operators, producers, importers and representatives of gambling business areea in several cities from the country.

Recently the Association finished the second series of events from this year, which took place between 24-26 Octorber, in Oradea, Cluj-Napoca and Brasov.

On a predetermined contend structure, Mr. Anchidim Zăgrean – vicepresident, Dan Iliovici – vicepresident and Bogdan Coman – executive director, have approched discution topics and debated with the audience the most important subjects of the moment for the Romanian gambling industry.

An important topic for the participants was linked by the gambling operators possibility to benefit from the incentives to pay tax liabilities from which payment depends the maintaining of the license or the gambling operation authorization. MR. Zăgrean detailing the procedural steps of the request for payment of the state budget contributions.

Other important topic was the „establish the optional scheme for the interim distribution of dividends” ROMBET vicepresident showing the obligations and the possible sanctions in case of non-compliance.

A very important subject, with application from 1 January 2019, is the one that of awarding tickets, contained in the Law no. 165 / 2018. MR. Zăgrean pointed out that this normative document regulates the way employees receive tickets in the form of meal tickets, gift vouchers, crèche tickets, cultural vouchers and holiday vouchers and issued only by the Ministry of Finance. MR. Anchidim Zăgrean completed the interactive discussions wirh details from other laws , like Law no.203 / 2018 – on measures to make the payment of fines more efficient, Law no.212 / 2018,  amending and supplementing the law of istrative litigation

Bogdan Coman, ROMBET’s executive director, changed the line and sustained a very detailed presentation regarding the online gambling, covering a broad theme, from definition, to the minimum capital necesary for a investment in this domain. For the public it was very intresting the road from ideea to business itself, the steps described by MR. Coman, ho touched even the technological aspect – mayebe the most important! – of this kind of business. One very important topic was the obtaining the licence for the online gambling, were the operator have to prove fulfillment of a series of conditions, were are added the technological criteria regarding the safety and operational issues.

An important issue was the one of choosing the supplier of software configuration solutions and igaming for this kind of business (in the case that the operator don’t have his own solutions), were MR. Coman explained that this decision it is the most important, the platform being the heart of the online operation. There has been a review of the major online platform providers that have already reached several dozen companies, demonstrating once again the dynamics of this market. Without doubt the most aspected subject was the taxes, the necesary one for start and licence, and the periodicals due to the state.

Dan Iliovici spoke to the participants at ROMBET seminars about the social responsability and ways of involvment for the operators in the programs conducted by the Responsabile Game Association, association from which ROMBET is a member, as a founding member. „The direct with the operators and the debate of the most important topics linked by theoretical aspects (legislative) and practical there activity it is a testimony of the fact that ROMBET team make what is necessary” concluded MR. Dan Ghiță, Association president. „Year by year, we meet with the operators, producers, business people more involved and….conected to what happend’s in the industry, from there direct perspective, by business, and also from legislative point of view.We want to belive that we also make a contribution to this educational process. To have a more active business comunity more informed at national level it is one of the ost important objectives of our association. The direct dialogue of ROMBET with the representants of the gambling industry it’s a plus of experience for all the actors involved.

We could not say that we know and are involved in the problems of the industry if we would not organize constant those events. Those are ery important for us, but especially for our business community” concluded MR. Ghiță.Asociația Organizatorilor de Jocuri de Noroc ROMBET a mizat, încă de la înființare, pe misiunea sa de a disemina la nivel național cele mai importante informații, sfaturi și recomandări din industrie. Perspectiva ROMBET a fost încă de la început una de a crea o platformă de dialog pentru toți operatorii , pentru a fi la curent cu ce se întâmplă cu industria jocurilor de noroc din România și la nivel global.

Astfel, ROMBET a organizat seminarii și întâlniri cu operatori, producători, importatori și reprezentanți din zona de business a jocurilor de noroc în mai multe orașe din țară.

Recent, Asociația a încheiat cea de-a doua serie de astfel de evenimente din acest an, desfășurate în perioada 24-26 octombrie, în Oradea, Cluj-Napoca și Brașov.

Pe o structură de conținut prestabilită, dnii. Anchidim Zăgrean – vicepreședinte, Dan Iliovici – vicepreședinte și Bogdan Coman – director executiv, au abordat teme de discuție și au dezbătut împreună cu cei prezenți la întâlniri cele mai importante subiecte la ora actuală în industria jocurilor de noroc din România.

Un subiect de interes pentru participanți a fost legat de posibilitatea operatorilor de jocuri de noroc de a beneficia de înlesnirile la plata obligaţiilor fiscale de a căror plată depinde menţinerea licenţei sau a autorizaţiei de exploatare a jocurilor de noroc. Dl. Zăgrean detaliind etapele procedurale ale solicitării de eșalonare la plată a contribuțiilor la bugetul statului.

O alta temă abordată a fost cea a ”Instituirii regimul opţional al repartizării interimare a dividendelor”, vicepreședintele ROMBET arătând atât obligațiile, cât și eventualele sancțiuni aplicabile în caz de  nerespectare a acestor obligații.

O temă importantă, cu aplicabilitate de la 1 ianuarie 2019, este cea a acordării biletelor de valoare, cuprinsă în Legea nr.165 din 2018. Dl. Zăgrean a arătat că acest act normativ reglementează modul de acordare a biletelor de valoare angajaţilor sub formă de  tichete de masă, tichete cadou, tichete de creşă, tichete culturale şi vouchere de vacanţă și se emit numai de Ministerul de Finanțe. Dl.Anchidim Zăgrean a completat discuțiile interactive, cu detalii privind alte legi, cum ar fi Legea nr.203 din 2018 – privind măsurile de eficientizare a achitării amenzilor, sau Legea nr.212 din 2018, de modificare și completare a legii contenciosului istrativ.

Dl. Bogdan Coman, director executiv ROMBET, a schimbat puțin registrul și a susținut o foarte detaliată prezentare a problematicii jocurilor de noroc online, acoperind o tematică amplă, de la definiție, până la minimul de capital pentru o investiție în acest domeniu. Pentru audiență, s-a demonstrat a fi foarte interesant parcursul de la idee la businessul propriu-zis, în etapele descrise de dl.Coman, care a abordat inclusiv aspectul tehnologic – poate cel mai important! – al acestui tip de afacere din industria jocurilor de noroc. Un subiect care a captat atenția a fost cel al obținerii licenței pentru jocuri de noroc online, unde operatorul trebuie să facă dovada îndeplinirii unei liste destul de complexe de condiții, la care se adaugă criteriile și aspectele tehnologice, de siguranță și de operare propriu-zisă.

Un alt aspect important a fost cel al alegerii furnizorului de solutii software de configurare si utilizare a platformei igaming,  pentru un business de jocuri de noroc online (în cazul în care operatorul nu dispune de mijloace proprii), unde dl.Coman a arãtat cã aceasta decizie este una dintre cele mai importante alegeri, platforma reprezentand nucleul operatiunii online. S-a facut o trecere in revista a celor mai importanti furnizori de platforme online, care au ajuns deja la cateva zeci de companii, demonstrand inca o data dinamica acestei piete. Dar, fără îndoială, subiectul cel mai așteptat a fost cel al taxelor, atât cele necesare înființării și licențierii, cât și cele datorate periodic statului, odată businessul început.

Dl Dan Iliovici le-a vorbit celor prezenți la seminariile Rombet despre responsabilitatea socială și modalități de implicare a operatorilor în programele derulate de Asociația Joc Responsabil, asociație din care face parte și Rombet, în calitate de membru fondator.”ul nemijlocit cu operatorii si dezbaterea celor mai importante teme legate de aspectele teoretice (legislative) si practice ale activitații acestora sunt o mărturie a faptului că echipa ROMBET face ceea ce trebuie” spune dl. Dan Ghiță, președintele Asociației. ”An de an, ne întâlnim cu operatori, producători, oameni de afaceri tot mai avizați și mai… conectați la ceea ce se întâmplă în industrie, atât din perspectiva lor directă, de business, cât și din cea legislativă. Ne place să credem că am contribuit și noi la acest proces educațional, într-o oarecare măsură. A avea o comunitate de business mai activă și mai informată la nivel național este unul dintre cele mai importante obiective ale asociației noastre.. Dialogul pe care-l poartă ROMBET în mod direct cu reprezentanții industriei jocurilor de noroc din țară este un plus de experiență pentru toată lumea. Apoi, nu am putea să spunem că știm și ne implicăm în problemele industriei fără să organizăm constant aceste evenimente. Sunt foarte importante și pentru noi, dar mai ales pentru comunitatea de oameni de afaceri din țară”, a conchis dl.Ghiță.
