By direct participation and intervention as well as workshops, events and conferences, the ROMBET Association constantly helps solving the most difficult problems of the Romanian gambling industry as it is a careful actor engaged in the good operation of this field. x2f4n
One of the most important, and recent, aspects is the acceptance and application at national level of Directive EC 849/2015, by Draft Law L390/2018 intended to put into practice the EU Directive on money laundering and terrorist financing control. Together with the associations in the field, ROMBET works on an industry risk analysis, a project intended to provide an objective interpretation by a prestigious consulting company on the degree of risk in the Romanian gambling industry. This complex analysis, which should have been conducted by the state authorities and which is now, by necessity, conducted by the private environment, shall be the basis for the discussions with the lawmakers before the final draft of the aforementioned bill is drawn up. The bill is now in the Senate and is due for the Chamber of Deputies this fall. In its current form, the bill disregards the realities of the gambling market and should be adjusted for a realistic implementation. This was also pointed out by ROMBET to other stakeholders, which will have to check compliance with these legal provisions, in particular, the National Office for Prevention and Control of Money Laundering, and the Romanian National Gambling Office. 4rn4m

When the business we represent has such huge contribution to the state budget and when one’s position rests on the future of an important branch of the economy, one may not be ive towards those one represents and I do not mean just the of our Association,” says Mr. Dan Ghiță, the ROMBET President. “We publicized each irregularity on every occasion and we engaged, with all our resources and capacities, in processes aimed to improve the fate of gambling industry,” says Mr. Dan Ghiță.

One of the biggest challenges today is to adjust the industry, especially at company level, to the present and future digital environment. The new legal framework on the collection, use and retention of personal data of European consumers (GDPR) requires special efforts from operators in order to be interpreted and applied. This is why ROMBET s the industry by drafting, together with the GDPR specialists, a code of conduct for gambling companies. This document, based on regular consultations with the ANSPD (National Supervisory Authority For Personal Data Processing) will be comprised of a code acknowledged and approved by the Authority itself and will be disseminated to the operators, free of charge. Thus, we contribute to greater transparency regarding the personal data protection, a debate that made headlines in all the international events this year.
Furthermore, ROMBET also thinks about a granular approach of each sub-branch of the industry. In this regard, we participate in the elaboration, in partnership with Deloitte consulting company, of a market survey on traditional slot machines and traditional betting. This survey shall definitely provide a realistic take on these markets – the largest ones in the gambling field in Romania. Our survey is aimed to quantify as accurately as possible the total incomes of all the operators, the charges collected at the state budget, directly and indirectly, the HR dimension – that is the developments on the labor and job market created by these branches, plus other statistics related to the consumption habits of the gamblers.
Last but not least, the Responsible Gambling Association – of which ROMBET is a founding member – takes off this fall with a new management structure and projects with a wide national coverage. The efforts of the industry towards an environment with gamblers enjoying a higher degree of protection will intensify and, by the end of this year, the idea will emerge that most companies in this industry (especially those structured into associations, with which a direct and efficient dialog is possible) should adhere to the guideline on a more responsible game with better informed and more protected players.

Unul dintre cele mai importante și recente aspecte este adaptarea și aplicarea pe plan național a Directivei CE 849/2015, prin proiectul de lege L390/2018 menit să pună în practică directiva Uniunii Europene privind combaterea spălării banilor și finanțării terorismului. ROMBET, alături de asociațiile de profil, lucrează la o analiză de risc a industriei, proiect menit să dea o interpretare obiectivă realizată de o companie de consultanță de prestigiu asupra gradului de risc al domeniului jocurilor de noroc din România. Această analiză complexă, care ar fi trebuit făcută de autoritățile statului și care acum, din necesitate, este făcută de mediul privat, va sta la baza discuțiilor cu legiuitorul pentru redactarea formei finale a proiectului de lege amintit. Acum, proiectul de lege este la Senat, urmează, în toamnă, Camera Deputaților. În forma sa actuală, proiectul de lege nu ține cont de realitatea din piața jocurilor de noroc și, în consecință, trebuie adaptat pentru a putea fi în mod realist implementat. Acest lucru a fost semnalat de către ROMBET și celorlalți stakeholderi care vor trebui să verifice conformitatea cu aceste prevederi legale, în speță Oficiul Național de Prevenire și Combatere a Spălării Banilor și Oficiul Național pentru Jocuri de Noroc.

”ROMBET a avut o atitudine mereu proactivă când a fost vorba de problemele industriei. Când businessul pe care îl reprezentăm are o așa de mare contribuție la bugetul statului și când de poziția ta depinde viitorul unei ramuri importante a economiei, nu poți avea o contribuție pasivă la cei pe care îi reprezinți, și aici nu mă refer doar la membrii Asociației noastre”, spune dl. Dan Ghiță, președinte ROMBET. ”Am semnalat public, de fiecare dată, orice neregulă și ne-am implicat cu toate resursele și capacitățile noastre în toate procesele menite să schimbe în bine destinul industriei jocurilor de noroc”, afirmă dl. Dan Ghiță.
Astăzi, una dintre cele mai mari provocări o constituie adaptarea industriei, mai ales la nivel de companie, la prezentul și viitorul mediu digital. Noul cadru legal privind colectarea, utilizarea și păstrarea datelor personale ale consumatorilor la nivel european (GDPR) necesită un efort special din partea operatorilor pentru a fi interpretat și aplicat. De aceea, ROMBET vine în sprijinul industriei prin redactarea, cu specialiști în domeniul GDPR, a unui cod de conduită pentru companiile din industria jocurilor de noroc. Acest document, elaborat prin consultări regulate cu ANSPD (Autoritatea Națională de Supraveghere a Prelucrării Datelor cu Caracter Personal), va consta într-un cod asumat și aprobat chiar de Autoritate și va fi distribuit în mod gratuit operatorilor. Astfel, contribuim la o transparență mai mare privind protecția datelor personale, o dezbatere care a fost ”cap de afiș” la toate evenimentele internaționale de anul acesta.
În plus, ROMBET se gândește și la o abordare granulară, a fiecărei subramuri a industriei. În acest sens, participăm la elaborarea în parteneriat cu compania de consultanță Deloitte, a unei analize de piață în domeniul slot machine tradițional și pariuri tradiționale. Acest studiu va da, cu siguranță, o dimensiune reală a acestor piețe – cele mai mari din domeniul jocurilor de noroc din România. Prin acest studiu dorim să cuantificăm cât mai corect posibil veniturile totale ale operatorilor, taxele colectate la bugetul de stat, direct și indirect, dimensiunea de HR – adică evoluția pieței muncii și a locurilor de muncă create de aceste ramuri, plus alte date statistice legate de obiceiurile de consum ale jucătorilor.
Nu în ultimul rând, Asociația Joc Responsabil – în care ROMBET este membru fondator – ia avânt din toamnă, cu o nouă structură de management și cu proiecte având o arie de acoperire națională. Eforturile industriei în direcția unui mediu în care jucătorii să fie mai protejați se vor intensifica și, până la finele anului, va prinde contur ideea ca majoritatea companiilor din domeniu (în special cele structurate în asociații, cu care se poate dialoga în mod direct și eficient) să adere la linia directoare a unui joc mai responsabil, cu jucători mai informați și mai protejați.
