Due to the legislative changes on the Romanian market of gambling – especially the provision governing the online area, Romania has become an extremely interesting topic of discussion at the international events of the industry. We talked about how the perception of our country has changed and about its new role, with the representatives of the ROMBET association, an extremely active association at world conferences. Dan Ghita, President of ROMBET, Anchidim Zăgrean, Vice President and Dan Iliovici, Executive Director tell us about the plans of their foreign partners.

Mr. Iliovici, Rombet has attended many international gambling events in 2015, what impression has remained with you in the end?

This year is a peak in of our participation to the events dedicated to the international gambling industry, and we believe that the main reason is directly related to the adoption of new legislation in this area. Moreover, we can say that Romania has successfully entered the map of the international gambling events, as you call them, so when we talk about the participation of the ROMBET representatives at these international events, we also mention those in our country, where important gambling representatives from abroad where also always present, many of them following the invitation of our association.

Among the most important participations of the Rombet representatives we want to mention the following events: 2015 ICE Expo, London – February, Bucharest Slot Summit and the conference Practices in Responsible Gaming, Bucharest – June, Eastern European online Briefing, Prague – also in June, The Entertainment Arena Expo exhibition Bucharest – September 2nd to 4th, the WrB Responsible Gambling & Reputation Management conference held in London on September 10th, and, most recently, we went to Berlin for the EIG Excellence in Gambling – from October 20th  to 22nd.

From all these events, conferences or exhibitions, we were left with a positive regarding the international interest in the gaming market in our country, and particularly in online gaming.

We have always had helpful discussions and exchanges of ideas with numerous industry representatives, with regulatory bodies of other countries, with other associations and organizations in the field of gambling, both on the regulation of gaming in other countries compared to the Romanian one, and on the type programs regarding responsible gambling and social responsibility. We made new friends in the industry, new and powerful media partners. But perhaps the most important thing is that we managed to make Romania known on the world map of gambling.

Mr. Dan Ghita, you have declared on many occasions in the materials published on www.rombet.com that you were impressed by the interest shown by foreigners for the Romanian gambling market. Please tell us, when did you first start to see this interest and what does it relate too, what are foreign operators interested in?

I can say that the interest of our colleagues abroad was there permanently, and in the last years I was asked more and more what happens in Romania, when „will we open the online area?” There was an expectation in the air and we all could feel it. Then they came, finally!, the legislative changes from the beginning of 2015, changes to which, as we like to believe, we have also contributed, as of the Consultative Council attached to ONJN – the National Gambling Office.

Once adopted these new regulations, our partners from abroad, especially the online gaming operators, but not only, bombed us with questions about the new legislation, licensing conditions, the tax system, etc. We were „forced” to translate texts of law and to publish them on our site to assist all those interested.

Moreover, with the help of Mr. Anchidim Zăgrean, Vice President of ROMBET, we made a summary of the licensing and authorization requirements for each type of game, which we hope will be a useful synthesis for all those who want to enter the Romanian gaming market. And this material is present on our website, within the section dedicated to legislation.

Following the explosion of online games worldwide, I think it is somewhat normal for international operators active in this field to be the first ones attracted by one of the largest markets of the Eastern Europe, but the traditional games, land-based ones are not to be neglected, as well.

Do you believe that the Romanian gambling market is known well enough abroad or there are many prejudices about it? If so, what prejudices have you encountered?

Dan Ghiță: Major international operators and manufacturers of game devices are present on the traditional gaming market of our country for years. So you cannot say that Romania is not known and attractive to those working in this area, nor have I noticed over time that there are certain misconceptions regarding Romania.

It’s somewhat our duty, the duty of all those involved in gambling, organizers, authorities, associations, to contribute to an accurate information of those interested in our gambling market, to do not allow for any unfounded prejudices or negative perceptions without a real ground present in our country to appear.

Mr. Zăgrean, how do you consider that the new legislative changes have been influencing Romania’s position on the map of gambling?

The old rules, with their many unfeasible provisions, have placed Romania on a „gray map” of gambling in the las years. However, with the adoption of a new legislation, we can say that online gaming market actually opened in our country, as well. The first fourteen online gaming organizers to have obtained the right to operate from the Romanian state have appeared until now and ONJN published a blacklist of those who have previously conducted these activities without authorization.

Following a consecrated expression, all these things made it possible for Romania to find a well-deserved place for itself among the European states with a balanced legislation in the field of gambling.

Rombet s the presence of major international players to Romanian events – you brought Scientific Games to the E-Expo Arena, you have invited the RGA’s representatives to a conference. What do you think our market has to learn from the other markets? What would you like to see changed following a model from the outside?

Dan Ghiță: Everybody wants a clear legislation, which leaves no room for interpretation and possible abuse. Each time, our foreign partners have stressed the need for a competitive market, where none of the gaming operators, irrespective of the nature of the capital, public or private one, should be favored or disadvantaged in any way.

We want the whole process of licensing, authorization and control to be carried out in an absolutely transparent manner, the authorities to prove their neutrality towards all operators present on the gaming market.

We also hope that with the completion of the current regulatory package – primarily through implementing the Norms of the EO 77 – to have a stable regulatory framework, providing predictability to all potential investors, but also to those already on the market.

Romania’s voice is heard more and more loudly at the international events – we know that you have held many presentations, what were the topics you have presented to the participants? And what have you had?

Dan Iliovici: As mentioned above, with the adoption of the new legislation we have also put our name on the map of the states with potential intensive attractiveness in this field.

Given this, the Rombet Association is invited to sustain presentations to all events, discussing the new regulatory aspects in the context of the European market and responsible gaming issues – a highly topical subject worldwide.

And I assure you that this is not only a call for courtesy or friendship, but everyone, both participants and organizers of these events are really interested in what we say, the opportunities of this newly opened online gambling market in Romania. And the of those in the audience was always, and we do not say this to brag, an excellent one.

All this encourages us and confirms that we are on the right track.

 Odată cu apariția modificărilor legislative de pe piața românească a jocurilor de noroc – în special a prevederii care reglementează online-ul, România a devenit un subiect extrem de interesant de discuție la evenimentele internaționale ale industriei. Am vorbit despre cum s-a schimbat percepția asupra țării noastre și despre noul ei rol, cu reprezentanții asociației ROMBET, asociație extrem de activă la conferințele mondiale. Dan Ghiță, președinte ROMBET, Anchidim Zăgrean, vicepreședinte și Dan Iliovici, director executiv ne spun ce planuri au partenerii lor străini.

Domnule Iliovici, la câte evenimente internationale din domeniul gamblingului a participat Rombet în 2015 și cu ce impresii ați rămas în urma lor?

Anul acesta este unul de vârf în ceea ce privește participările noastre la evenimentele dedicate industriei gamblingului la nivel internațional, și credem că motivul principal este în directă legătură cu adoptarea noii legislații din acest domeniu. Mai mult, putem spune că România s-a înscris cu succes pe harta evenimentelor internaționale din gambling, așa cum le numiți dumneavoastră, deci, atunci când vorbim despre participarea reprezentanților ROMBET la aceste manifestări internaționale, le vom menționa și pe cele din țara noastră, unde au venit de fiecare dată și importanți reprezentanți ai gamblingului de peste hotare, mulți dintre ei chiar la invitația asociației noastre.

Printre cele mai importante participări ale reprezentanților Rombet, doresc să menționez următoarele evenimente: Expoziția ICE 2015 Londra – în februarie, Bucharest Slot Summit și conferința Practica în Jocul Responsabil, București – iunie, Eastern European online Briefing de la Praga – tot în luna iunie, expoziția Entertainment Arena Expo București – din perioada 2-4 septembrie, conferința WrB Responsible Gambling & Reputation Management organizată la Londra pe 10 septembrie și, cea mai recentă, la Berlin, EiG Excellence in Gambling – din perioada 20-22 octombrie ac.

De la toate aceste evenimente, expoziții sau conferințe, am rămas cu un important pozitiv privind interesul internațional pentru piața jocurilor de noroc din țara noastră, și, în special, pentru domeniul jocurilor online.

Am avut de fiecare dată discuții utile și schimburi de idei cu numeroși reprezentanți ai industriei, cu organisme de reglementare din alte state, cu alte asociații și organizații din domeniul gamblingului, atât pe partea de reglementări ale domeniului jocurilor din alte țări, comparativ cu cele din România, cât și despre programele de tip joc responsabil și responsabilitate socială. Ne-am făcut noi prieteni în industrie, noi și puternici parteneri media. Dar, probabil cel mai important lucru, este faptul că am reușit să facem cunoscută România pe harta gamblingului mondial.

Domnule Dan Ghiță, ați declarat de multe ori în materialele de pe www.rombet.com că ați fost impresionat de interesul străinilor pentru piața românească de gambling. De când ați simtit acest interes mai mare și ce anume vizează el, de ce sunt interesați operatorii străini?

Pot spune că acest interes al colegilor noștri de peste hotare a existat în permanență, iar în ultimii ani eram întrebat, tot mai des, ce se mai întâmplă în România, când ”se va da drumul la online?” Era o așteptare pe care o simțeam cu toții. Apoi au avut loc, în sfârșit!, schimbările legislative de la începutul anului 2015, schimbări la care, ne place să credem, am pus și noi umărul, în calitate de membri ai Consiliului Consultativ de pe lângă ONJN – Oficiul Național pentru Jocuri de Noroc.

Odată adoptate aceste noi reglementări, toți partenerii noștri de peste hotare, în special operatorii de jocuri online, dar nu numai, ne-au asaltat cu întrebări privind noua legislație, condițiile de licențiere, sistemul de taxare, etc. Am fost ”nevoiți” să traducem textele de lege și să le publicăm pe site-ul nostru, pentru a veni în ajutorul tuturor celor interesați.

Mai mult, cu ajutorul domnului Anchidim Zăgrean, vicepreședinte ROMBET, am realizat o sinteză a condițiilor de licențiere și autorizare pentru fiecare tip de joc, sinteză care sperăm să fie utilă tuturor celor ce doresc să intre pe piața jocurilor de noroc din România. Și acest material este prezent în secțiunea de pe site-ul nostru dedicată legislației.

Ca urmare a exploziei jocurilor online la nivel mondial, cred că este oarecum normal ca operatori internaționali ce activează în acest domeniu să fie primii atrași de una dintre cele mai mari piețe din estul Europei, dar nici jocurile tradiționale, landbased, nu sunt de neglijat.

Credeți că piața românească de gambling este cunoscută suficient în afară sau sunt și foarte multe prejudecăți legate de ea? Dacă da, ce prejudecăți ați întâlnit?

Dan Ghiță: Pe piața jocurilor de noroc tradiționale din țara noastră sunt prezenți, de ani buni, mari operatori și producători de mijloace de joc internaționali. Deci nu se poate spune că România nu este cunoscută și atractivă pentru cei ce activează în acest domeniu, și nici nu am sesizat de-a lungul timpului că ar exista anumite idei preconcepute privind România.

Este oarecum datoria noastră, a tuturor celor implicați în domeniul jocurilor de noroc, organizatori, autorități, asociații profesionale, să contribuim la o corectă informare a celor interesați de piața jocurilor de noroc de la noi, să nu lăsăm să apară prejudecăți nefondate, sau fără legătură cu situația reală din țara noastră.

Domnule Zăgrean, cum considerați că au influențat noile schimbări legislative poziționarea României pe harta gamblingului?

Vechile reglementări, cu foarte multe prevederi inaplicabile, au plasat în ultimii ani România pe o ”hartă gri” a jocurilor de noroc online. Însă, odată cu adoptarea noii legislații, putem spune că piața jocurilor online s-a deschis efectiv și în țara noastră. Au apărut primii paisprezece organizatori de jocuri online care au obținut din partea statului român dreptul de operare până în acest moment, iar ONJN a publicat și o listă neagră a celor care au desfășurat anterior aceste activități, fără să fie autorizați.

Toate acestea au făcut ca, după o expresie consacrată, România să-și găsească un binemeritat loc în rândul statelor europene cu o legislație echilibrată în domeniul gamblingului.

Rombet susține prezențe ale marilor jucători internaționali la evenimentele din România – ați adus Scientific Games la E-Arena Expo, ați invitat reprezentanta RGA la o conferință. Ce credeți că ar putea să învețe piața noastră de la cea straină? Ce v-ar plăcea să vedeți schimbat după un model din afară?

Dan Ghiță: Toată lumea își dorește o legislație clară, care să nu lase loc unor interpretări și eventuale abuzuri. De fiecare dată, partenerii noștri de peste hotare au subliniat necesitatea de a avea o piață concurențială, fără ca vreunul dintre operatorii de jocuri, indiferent de natura capitalului, de stat sau privat, să fie favorizat, sau defavorizat în vreun fel.

Ne dorim ca întregul proces de licențiere, autorizare și control să se desfășoare într-un mod absolut transparent, în care autoritățile să-și dovedească neutralitatea față de toți operatorii de pe piața jocurilor de noroc.

Mai sperăm ca, odată cu definitivarea actualului pachet de reglementări – în principal prin adoptarea Normelor de aplicare ale OUG 77 – să avem un cadru legislativ stabil, care sa ofere predictibilitate tuturor potențialilor investitori, dar și celor deja prezenți pe piață.

Vocea României se aude tot mai puternic la evenimentele internaționale – știm că ați ținut multe prezentări, despre ce le-ați vorbit participanților? Și ce ați avut?

Dan Iliovici: Așa cum am menționat anterior, prin adoptarea noii legislații ne-am înscris și noi pe harta statelor cu un potențial de atractivitate important în acest domeniu.

Având în vedere acest lucru, Asociația Rombet este invitată să țină prezentări la toate evenimentele la care se discută noile aspecte normative, în contextul pieței europene, precum și problematica jocului responsabil – un subiect de intensă actualitate la nivel mondial.

Și vă asigur că nu sunt doar invitații de curtoazie sau din prietenie, ci toată lumea, deopotrivă participanții și organizatorii acestor manifestari, sunt realmente interesați de ceea ce le spunem, de oportunitățile oferite de această nou deschisă piață a gamblingului online din România. Iar -ul celor din sală a fost de fiecare dată, și nu o spun ca să ne laudăm, unul excelent.

Toate acestea ne încurajează și ne confirmă faptul că ne aflăm pe drumul cel bun.
