We have a new legislation which finally opens the online gaming market – we have new strategies and objectives for responsible gaming programs, in the perspective of setting up the foundation dedicated to the prevention and protection of risk categories in the field of gambling, being targeted particularly the minors.

We talked about all this, but not only, with representatives of the Association of Gaming Organizers – ROMBET, Mr. Dan Ghita, President of the Association, Mr. Dan Iliovici, Executive Director and Anchidim Zăgrean, Vicepresident.

Mr. Dan Ghiță, you have a 17 years experience Romanian gaming market – you have been the General Manager of Romanian Lottery, you have a specialization in Business Management and Investment, it can be said that you know this area of gambling as few people know. How do you see it at this time of major changes? What can we expect?

I waited a long time for these changes; the whole suspense in 2014, with the activity mired for months because of legal uncertainty. Now things are clear and we can plunge, we can start the reorganization by these new rules. Romania has finally become attractive for investors from gambling field – we had many discussions with partners abroad who, like us, eagerly waited the new regulations. I, frankly, hope to use this moment and to build a stronger and more united industry.

Here I must mention another a very important thing: dialogue with the authorities. We had an open communication, we said our reserves, opinions, proposals, we felt that we started to build something together, and this is a big deal. I believe it is important to continue and to improve this dialogue – I reffer to a better relationship with legislators, to a greater transparency in the media and, automatically, to the perception of the public, to a closer relationship with everyone involved in this field. I have every confidence that to an eventual discussion next year, this time, you will agree with me.

Mr. Dan Iliovici, you are for a long time very concerned about the issue of responsible gaming – you participate and present to various international events the situation in our country in this field. Also you discussed with the officials of European Commission, and you continuously analyze the similar programs implemented by various states, to determine which would be the model and the best practices to be followed in our country in this field.
What would be the next steps Romania should do in this regard?

Yes, it is a subject that concerns me for a long time and whom I dedicated all the attention in the past months.
I take this opprotunity to thank you for the invitation to attend the event “The practice in responsible gambling”, an event you have organized very professionally. There I had the opportunity to address some questions to Mr. Pieter Remmers, CEO of Assissa Consultancy Europe, General Secretary of the European Association for the Study of Gambling (EASG), Chairman of the G4 Board. I found it interesting his answer to my question on the recommendation of an example of best practices in the field of Responsible Gambling at European level: “Romania should study the example of Switzerland, where it seems to be somewhat a similar legislation in the field of gambling”, said the Dutch expert.
I wanted to know which will be the first thing he will do if he will be appointed the President of the Foundation for Responsible Gambling, foundation to be established soon in Romania, under the new legislation.
Pieter Remmers said: “First, I would make an assessment of the current situation, followed by discussions with all the people concerned or involved– with operators, institutions and organizations in the field of gambling, for finding the best approaches of Responsible Gambling. ”
We have gathered very useful information also from Slot Summit in Bucharest in 2015, an event were ROMBET was partner. I mention also my participation, as speaker, to EGR Online Gambling Briefing at the end of June, to Prague, where were also discussed the issues related to responsible gambling.
I hope that we will succeed to put in the service of our industry the experience and information gained, and we are ready to actively involve in the project of the Foundation for Responsible Gambling. It’s a tough start – like any beginning – but we have the chance to do a very special program and to excel in the field of responsibility in gambling.

Yes, I wanted so much to develop and to publish these materials. It seemed important to me that our and all those interested in recent changes in gambling legislation, to be able to find easily all the information they need. Of course, at the basis of these documents were those from companies of ROMBET – their questions and perplexities led me to prepare materials you can find and on www.rombet.com.
I also noted, with bitterness, how it appeared, and still appear in media, inaccurate or unverified information. Seeing it, I wanted somehow to counteract it and to transform our website into a reliable source of documentation for all concerned persons.
Many foreign companies have asked us the synthesis of recent legislative changes, so ROMBET prepares also the English version of those materials.

Avem o noua legislație care deschide, în sfârșit, piața jocurilor de noroc online – avem noi strategii și obiective pentru programele de joc responsabil, în perspectiva înființării fundației dedicate prevenirii și protejării categoriilor de risc în domeniul jocurilor de noroc, vizați fiind în special minorii.

Am discutat despre toate acestea, dar nu numai, cu reprezentanții Asociației Organizatorilor de Jocuri de Noroc – ROMBET, domnul Dan Ghiță, președintele Asociației, domnul Dan Iliovici, director executiv și Anchidim Zăgrean, vicepreședinte.

Domnule Dan Ghiță, aveți o experiență de 17 ani pe piața jocurilor de noroc din România – ați fost directorul general al Loteriei Române, aveți o specializare în Managementul Afacerilor și Investițiilor, se poate spune că știți acest domeniu al gamblingului așa cum puțini îl știu. Cum îl vedeți în acest moment al schimbărilor majore? La ce ne putem aștepta?

Am așteptat multă vreme aceste schimbări; amintiți-vă întregul suspans din 2014, cu activitatea împotmolită luni întregi din cauza incertitudinii legislative. Acum lucrurile sunt clare și ne putem apuca de treabă, putem începe reorganizarea după aceste noi reguli. România a devenit în sfârșit atractivă pentru investitorii din domeniul gamblingului – am avut nenumărate discuții cu parteneri de peste hotare care, la fel ca noi, au așteptat cu mare nerăbdare noile reglementări. Sper, sincer, să folosim acest moment și să construim o industrie mai solidă, mai puternică și mai unită.

Aici trebuie să menționez incă un lucru foarte important: dialogul cu autoritățile. Am avut o comunicare deschisă, ne-am spus rezervele, părerile, propunerile, am simțit că am ajuns să clădim împreună ceva, iar asta este mare lucru. Cred că este important să continuăm și să perfecționăm acest dialog – mă refer aici la o relație tot mai bună cu legiuitorii, la o transparență mai mare în mass-media și, automat, în percepția publicului, la o relație mai strânsă cu toți cei implicați în domeniu. Am toată încrederea că la o eventuală discuție în anul viitor, pe vremea asta, îmi veți da dreptate.

Domnule Dan Iliovici, sunteți de mai mult timp foarte preocupat de problematica jocului responsabil – participați și prezentați la diverse evenimente internaționale situația din țara noastră în acest domeniu. De asemenea, ați discutat cu oficiali ai Comisiei Europene, și analizați în permanență programele similare implementate de diferite alte state, pentru a stabili care ar fi modelul și cele mai bune practici de urmat în țara noastră în acest domeniu.
Care ar fi următorii pași pe care ar trebui să-i facă România în acest sens?

Da, este un subiect care mă preocupă de multă vreme și căruia i-am dedicat toată atenția în ultimele luni.
Profit de ocazie pentru a vă mulțumi pentru invitația de a participa la evenimentul “Practica în jocul responsabil”, eveniment pe care l-ați organizat cu mult profesionalism. Acolo am avut oportunitatea de a-i adresa câteva întrebări domnului Pieter Remmers, CEO al Assissa Consultancy Europe, Secretar General al lui European Association for the Study of Gambling (EASG), Președinte al Consiliului G4. Mi s-a părut interesant răspunsul dumnealui la întrebarea mea privind privind recomandarea unui exemplu de bune practici în domeniul Jocului Responsabil la nivel european: “România ar trebui să studieze exemplul Elveției, unde se pare că există o legislație oarecum asemănătoare în domeniul gamblingului”, a spus expertul olandez.
Am vrut să știu și care ar fi primul lucru pe care l-ar face dacă ar fi numit președinte al Fundației pentru Jocul Responsabil, fundație care urmează să fie înființată curând în România, potrivit noii legislații.
Pieter Remmers a declarat: “Aș face, în primul rând, o evaluare a situației actuale, urmată de discuții cu toți cei vizați sau implicați – cu operatorii, cu instituțiile și organizațiile din domeniul jocurilor de noroc, pentru găsirea celor mai bune metode de abordare a Jocului Responsabil.”
Informații extrem de utile am adunat și de la Slot Summit Bucharest 2015, eveniment la care ROMBET a fost partener. Menționez și participarea mea, în calitate de speaker, la EGR Online Gambling Briefing de la finalul lunii iunie, la Praga, unde au fost de asemenea discutate aspecte legate de jocul responsabil.
Sper că vom reuși să punem în slujba industriei noastre toată experiența și informațiile acumulate, și suntem gata să ne implicăm activ în proiectul Fundației pentru Jocul Responsabil. E un început greu – ca orice început – dar avem șansa să facem un program cu totul deosebit și să excelăm în domeniul responsabilității în gambling.

Da, am ținut foarte mult la realizarea și publicarea acestor materiale.
